   In the projects I work on at work we place the formatting configs for
   various systems in a directory called "devtools" (historical reasons).
   That directory includes a README.md that describes the shortcomings of the
   various formatting config (e.g. Eclipse version does not do X, netbeans
   version does not do Y, eclipse requires you enable Z directly from
   properties, etc).  This works well for us.
