[Math] Privilege upgrade on JIRA

Hi.

Could someone raise my privileges on JIRA so that I can assign and resolve
issues not created by me?
Then, I'll handle MATH-378, if everyone agrees that the code can be added
(with some modifications, namely due to the recent changes).

Sorry I missed this and also did not add you to the JIRA Commons
group initially (updating new committer docs as we speak...).

Code looks fine modulo recent exception changes and missing ASL
headers.  It is small enough to just commit directly (i.e., no
software grant required).
