[VOTE][LAZY] Migrate Apache Commons DBCP to Git

Matt Sicker
I'd like to call a VOTE by LAZY consensus to migrate dbcp to git. The 2.2
release process is currently on hold, so I'd like to take this opportunity
to migrate from svn to git. If there are no objections to migrating, this
vote will pass in 72 hours (19 Aug 2016, 21:00 CDT).
