[VOTE][LAZY] Move all proper svn repos to gitbox

Rob Tompkins
Vote statement: "I propose we move all ‘proper' svn repos to gitbox."

I went though, and I think these are the ones that need to be migrated:

bcel/
beanutils/
bsf/
chain/
codec/
commons-parent/
commons-skin (???)
commons-configuration/
daemon/
digester/
email/
exec/
functor/
jci/
jcs/
jelly/
jexl/
jxpath/
logging/ (???)
net/
ognl/
proxy/
validator/
vfs/
weaver/

I’m not quite sure if this list is complete. It would be good to have someone come behind me to check the list. After this vote my plan is to work peace meal through the repositories and move them up to gitbox.

For me, I would skip chain and proxy. Logging is ok but not active and
might need a module release like all components. Not sure if skin is in use.

[RESULT][VOTE][LAZY] Move all proper svn repos to gitbox

There were no -1’s.

Now that we have this documented, I propose we take this piecemeal and divide and conquer the work. I’ll probably first take [codex] up because I want to do a [codex] release. But, I do not plan on lifting all of these repositories “tomorrow.” It’ll probably be a several month effort for me. If anyone wants to help out, I would appreciate the extra hands, but clearly I’m not mandating anyone help and am willing to doing the entire lift given sufficient time.

I will note based on the last time I tried importing a Commons svn
repo into git, I had to find the names of deceased developers who
aren't in the main ASF authors.txt. You'll likely find this problem,
too.

Subversion only records the username. That needs to be converted to
human names and email addresses for git.
