[VOTE] Release Apache Commons BCEL 6.1 based on RC1

Hi,

we’ve fixed some bugs and added some new feature since Commons BCEL 6.0 was released, so I’d like to call a vote to release Commons BCEL 6.1 based on RC1.

I have tested this with JDK 7 using Maven 3.5.0. I’ve also tested with Java 9 EA b181. The build fails. See BCEL-275.

There is a file (TODO.JustIce) that I'd never seen before in other components. But looks like it was created by some tool probably during the build process?

Did you update the README.md (I think there's a command for that?). It still says in the Maven example version 6.0, not 6.1. Not a blocker IMO.


Site reports look good. Didn't have time to check signatures. But everything else looks good.

Build works fine with Java 1.7 and 1.8 on Windows 10. Artifacts and site
look good.

The two errors reported by Clirr are explained in the release notes; I
think this is fine.

There are about 20 Findbugs errors, but probably no new ones.

Builds fine with 'mvn clean verify site' and:

Java version: 1.8.0_144, vendor: Oracle Corporation

Default locale: en_US, platform encoding: Cp1252
OS name: "windows 10", version: "10.0", arch: "amd64", family: "windows"

Building with Java 7 yields some unit test failures which look OK based on
the error messages having to do with Java 8 byte codes.

A BUILDING.txt or .md would be nice.
