[release-plugin][parent]

If anyone feels like RM'ing, we need a new [release-plugin] following by
using that in a new [commons-parent].

Right now our release plugin snapshot creates both SHA256 and SHA512 files.
I wonder if we should simply only generate SHA512.

If your suggestion is to replace
   sha256
with
   sha512
in the download pages,

I used commons-release-plugin:1.3 (still sha256) on the release.
