[report][draft] Board report September 2019

Hi All:
Here is the draft for the board report. Any feedback welcome:

## Description:
The mission of Apache Commons is the creation and maintenance of Java
focused
reusable libraries and components

## Issues:
There are no issues requiring board attention.

## Membership Data:
Apache Commons was founded 2007-06-19 (12 years ago)
There are currently 148 committers and 39 PMC members in this project.
The Committer-to-PMC ratio is roughly 5:2.

Community changes, past quarter:
- No new PMC members. Last addition was Alex Herbert on 2019-05-09.
- No new committers. Last addition was Alex Herbert on 2019-01-30.

## Project Activity:
The project is healthy and active and released 7 components
in this reporting period:
- BEANUTILS-1.9.4 was released on 2019-08-14.
- BUILD-PLUGIN-1.11 was released on 2019-09
- COMPRESS 1.19 was released on 2019-08-27.
- DAEMON-1.2.1 was released on 2019-09-09.
- RELEASE-PLUGIN-1.7 was released on 2019-09-02.
- TEXT-1.8 was released on 2019-09-02.
- VFS-2.4.1 was released on 2019-08-14.

## Community Health:
We are handling the mailing lists, JIRA tickets, GitHub PRs in a timely
manner.

That looks like the highest committer to PMC ratio I've seen so far,
but I haven't paid that close attention yet. What a massive list of
committers!

Since Commons uses universal commit, there are in theory many more committers.
Do we always update the LDAP committer group when people commit code?
I don't think we do, unless the karma is needed:
Commons LDAP committer group karma is needed to update the production website

So I think the figures above are misleading and should be dropped or
at least qualified.

Yeah, I was kind of expecting the committer-to-PMC ratio to be
infinity or close to it.

Sure, but who outside of Commons has actually used this privilege? I'll
rephrase anyway as:

I'm fairly sure several have done this, after getting clearance on the dev list.
In some cases we later had to add them as LDAP committers if they were
going to be RM or something.
